it is because the density of water is more. and when an ice is put on water it increases the level of the water(since it occupies some space.). and any substance whose weight will be less than the water displaced will float on water. and if it is more, it will sink. but for ice we always say the reason mentioned above and the reason I've shown is the general concept.
