How can I cheaply refresh parquet in an apartment?

Who is this comic book or TV series character?

• Well I thought his name was Spade or something but when I googled it nothing came up so that is obviously not his name. I remember this t.v. show I used to watch when I was very small and I can't seem to remember the name of the show or the name of the character but here is a description: He was from hell or something and hunted other demons or something and he had this mask and was a very dark and sinister guy. He had this longggg flowing red cape that basically engulfed a the tower he was sitting on at the top and it was flowing through the wind. I think his name was Spade or something. The T.V. series wasn't a cartoon I think it was real people. If you can help me out that would be great. *Bonus question*: As I wrote this question I remembered another old cartoon I watched which I forgot the name. The description of the main character is a woman who wore this hat all the time and had two identities. one as a hero and another just a normal girl living in her small apartment with her dog. Her dog also had another identity as her sidekick in fighting evil monsters and the two were basically so close to each other and fought together. Thanks for your help!
