What Indian Banks provide Visa or MasterCard debit cards that can be used for online purchases?

I want to know which indian banks provide Visa or MasterCard debit cards (Not Maestro or Visa Electron) for No Frills account or low minimum balance account (<= Rs. 1,000) that can be registered for Verified by Visa or MasterCard SecureCode and can be used online. SBI gives Maestro card with account, but can we apply for their Gold Debit Card? what are eligibility conditions for SBI Gold Debit Card? Does any private bank No Frills account eligible for Gold Debit Card?
