Selling a item outside eBay, my item is only listed for eBay.com (USA only), but somehow someone from Germany?

somehow someone from Germany sent me email through paypal saying he wants to buy the item......the weird thing is, how did he find my eBay listing, when he's located in Germany ???? he has 3 positive feedbacks which are vary old over 90 days old....how did he view my eBay listing when its only viewed for eBay(USA) site only, and not worldwide, or other country's. if i sell him my eBay item only through paypal, with a tracking #, but he's unconfirmed can i get screwed ?? like something can happen like charge backs or fraud, then i lose my item then money???????? if i supply the paypal transaction for with a tracking # then am i good ? or i can still get myself screwed if the buyer stole the account. how the hell did he view my item when it doesn't show for Germany eBay users.?????????

There are many ways he could have found your listing. He could have used a search engine or simply included US auctions in his account. Worrying about losing your money is wise. I have read articles on scams and Germany is one of the fastest growing scam countries. It's starting to rival Nigeria and other top scam sources. Refuse to sell to him. Your auction was for the US only. If you set is up this way through eBay they should have no problem with you not accepting a bid from any foreign country.

He might have searched for the item you are selling through Google. I find things all the time from overseas eBay stores when I search for something specific. All you have to do is tell him that you will only sell to someone in the United States. Presumably you already said that in your item llisting. If you do want to sell him your item, then just wait until the money is deposited in your PayPal account before you ship it.. They won't take the money out again once it is there.
