How can I track a registered letter sent from Thailand to the US?I'm in the US...?

I bought something on Ebay and the seller is in Thailand. He claimed he sent it by registered mail. I never got it. He said that he checked with the post office in his Thai town and they told him to check with the "destination post office." Besides filing a claim with Ebay, what can I do? Has anyone had any experience trying to find the whereabouts of a registered letter sent to them from a foreign country? Any suggestions? I thought the whole purpose of a registered letter was to have an idea of where the letter is/went.
