Basically the same console function-wise, but unfortunately not the same charger. The DS uses the same charger as the old GBA, the DS lite uses a new, smaller one. You can get adapters that allow you to convert one kind to the other, though.

No it can't but the Game Boy Advanced charger can charge the regular DS.
