Your custom wallpaper should appear with the rest of the wallpaper given on the game. In the catalog. Custom clothes for the sims are found in the Sim Bin, when making a sim. :]

Well make sure under settings that custom content is turned on. Then make sure its imported into the game. Then make sure its not in custom items or custom content items. The creator normally specifies were u can find the item.
save it before you dowload it then click it in my documents or whatever and click install then in the beginning of the game, in the neighborhood,there should be like a star [*] click that and enable your custom content
