Simple answer: If you aren't dumb and know what you are doing. Just look at some tutorials online on how to do it, you'll need the neccessary programs. Yes it voids the warranty. It can mess it up if you turn it off during the hacking stage because some people don't know that after it's done it turns off by itself.

Ahh...the old hacking of the PSP. The thing about Pandora is that it has a small chance of damaging the PSP when try to restart it. The point is to copy games or crap like that (pirated) so that people don't need to buy them. You don't need to buy the firmware; just load it off some website. But just do it at your own risk since it may prohibit the ability of the Warranty or to get repair/exchange. Some of my friends did this to their PSP's and it worked fine! But personally I chose not to. I strongly recommend for you not to do it too :-)
