PSP Game saves save files modifier?

I have downloaded some psp game saves from the internet. I've noticed that some of them have been modified. The best example I can give to describe this is a game save of Final Fantasy VII: Crisis Core. Zack's stats are all 255, he has all items, and all of them are 99 in quantity, which is impossible! What I need to know is is there a program that modifies the saved files? Is that program user friendly...? Link me a site, thanks
