    There's no chemistry added to promote degradation! Much of the chemistry added to virgin paper is the same as recycled paper; sizing (corn starch), retention aids (flocculation agents), fillers (calcium carbonate and TiO2) Both will degrade at roughly the same rate. The major difference in the paper is the degree of of the polymerization of the fibers. Recycled fibers are shorter than virgin fibers due to damage in the pulping process. Additionally, the fibers may be a tad thinner due to the refining process, so it could be argued that recycled fiber may degrade a tad faster, but the difference would hardly be noticeable.

Its very likely that they use one of two methods. In new paper a chemical is added to give the paper durability and in recycled papaer this chemical may be left out. Alternatively they adda chemical to the recycled paper to make it decompose faster... It's all about chemistry see?
