Interesting question... If you are at the equator, it doesn't make a difference. If you are at some point between the pole and the equator, the time of sunrise will change between summer and winter, this is why the days get longer and shorter. So you need to know your latitude. Give me a few minutes, I'll edit this with a full explaination when I've worked it out...
