Whats up with Robert Rodriguez's special effects?

I've been seeing these commercials for that kids movie, Shorts. Whats the deal with the effects in the movie, though. I looked up the director, Robert Rodriguez, and it said he basically everything in his movies, including special effects. Why do his effects look like the crappy digital effects of the '90s and clay-mation. It also said he directed the Spy Kids franchise, too. I hadn't seen any of the Spy Kids movies since I was in their demographic, so I looked up some scenes online. Second question: why are those crappy effects in Spy Kids 2 and 3 but not in 1?
