Can anyone tell me the name of the Magical TV Series?

Can anyone tell me the name of this obscure film/tv episode featuring a virus, scientists and Soviets?

  • Here's what I can remember from seeing this as a kid- It was aired on UK TV pre-1996. The film quality itself was pre-1980, I think. Plot (of the bits I remember): a man and a woman go to a research centre on a helicopter. As they fly, they look down on dead scientists lying face-first on the ground. Inside the research centre, they find a recording of a scientist (the woman's father?) who is dying from the virus. The symptoms make him laugh (cry?) hysterically, with a line like "The world is dying... I am dying..." The scientist has a moustache. There was also a scene with marching troops (Soviet, I think) with a blonde female officer. The two main characters worry about the troops getting infected. The scene takes place by the sea. The research centre seemed to be on an island, with a pretty barren and wet landscape. The production values suggested a film rather than a TV show episode, given the vintage. In six years of searching now and again on the internet, I haven't found this disturbing little TV memory from my childhood, so it's obscure. It's not Outbreak or something famous like that. Anyone who can answer successfully would have to have a really vast and detailed knowledge of film, so this is a question for the ultra-experts.
