How to make a post-apocalyptic outfit?

Does anyone know how could i make this outfit so my husband's fantasy will come true ?

I was watching television with my husband yesterday and i asked him what is one of his most deep desired fantasy that he has of me. He replied that his deep desire would be to see me dressed up like this artist nelly furtado in an similar outfit to hers so he could take me out. Suprisingly, it looks like one of the most cutest fantasy that he ever has because that outfit that the artist is wearing is very cute. Does anyone know where i could find some similar items and a dress so i could fulfill his fantasy ??? I would really like to fulfill it to keep our marriage still exciting and good.
