Would it be a good idea to move to NY for my junior and senior years of high school?

Ok. Here's the situation. I DO NOT want to stay in my high school a moment longer, much less a year. They won't even let me take the classes I want over there (even though I'm a well-qualified student and want to be in rigorous courses). Now I want to transfer to a Choice school, but I had this revelation after the deadline. My application is late, and I have to wait until probably July or early August until they let me know whether I've been accepted or not. If I'm not accepted, then I'd have to remain at my current school. Not gonna happen. I can't stay there another year. Nope. I want out. There aren't many schools with the programs I want to pick from. I only have three, possibly four options here, and two of them are running dry. But, I can move to NY (not my whole family, just me), where I'd have more options. I'd be living with a relative. I am set to move to NY after graduation. Relocating now would just be a move two years early. Reason to rejoice. But, NY has different graduation requirements. For instance, NY requires 4 years of PE, while my state requires one. Would this postpone or possibly jeopardize my high school graduation?

If you take two PE classes your junior year and one your senior year, it would allow you to graduate. I've lived in NY all my life and I've never even heard of taking an SHSAT, freshman just take regents.
