Will all my credits transfer to the new school?

What if I move to a different country, will the credits I earn transfer? And does every school require the same amount of credits each year. At my school, they require 7 per year and 28 for graduation. Also, what if I earned the credits for classes in my school that doesn't exist in the other school (say Japanese), will it still count?
