Retain information from textbooks?

I'm in AP Government, and lately, I've been getting D's and F's on the tests. I'm afraid my teacher will ask me to drop if I keep this up, so I really need help... The tests we take are made by the book. I've looked at the online website our textbook has and took the tests from the website as an extra way to study, and I'm still not doing well. Our teacher suggests re-reading the whole chapter before the test and it will help, but I just don't have the time to read the very long sections before the tests (time management is one of my issues, I know, I'm working on that too!) We also take reading quizzes our teacher makes. When reading my government section tonight, what can I do to help me retain the information? Any tips you guys have over "memorizing" information from textbooks for tests/quizzes, would be VERY helpful! My grade is slipping and I'm worried! Thanks!

There is no other way of knowing what has been written in the passage, except by reading it. if you cannot manage the whole of the work, read and understand what you can thoroughly. You will remember some of it at least. Do a small part thoroughly rather than skim the lot. By degrees, you will learn to be quicker. Making short, one or two word notes is also helpful. Do the best you can and reward your effort, no matter what mark you get. Sometimes they ask the questions that you have not studied and it takes time and practice to be able to cover everything efficiently......BUT it can be done with lots of practice. Good luck!
