Which country is responsible for Singapore's train system and design?

If you lived in a country without an educational system, how would you design an educational system?

  I would form a "Friend Center", Where the kids gather and just have a healthy place to play with other kids. It would be much like a school, except the teachers would simply be monitoring the children. There would be rooms in the center that are designed to educate children, but the children themselves would have to voluntarily educate themselves. perhaps there should be a qualified adult to help guide children with their studies. The only problem with my idea is how to get the kids to want to educate themselves, ad not spend all day playing with the luxuries of the friend center.. like, swimming, gym area, sports, cafeteria. And how to fund a building that's designed to be free for the children, and not have special fees for the richer kids to purchase for perks the poor kids can't have.
