How to start a mid-high end urban/trendy dress line?

• I would like to start a mid to high end clothing line-mainly dresses and skirts for women sizes 12-24. It want it to be urban/trendy styles. I would man ideas and thoughts and sketches for clothing. However, how would I go about successfully starting a clothing line like that? I'm talking in terms of financial, legal and marketing/design? Can I start a clothing line as such on a tight budget? I was thinking of taking a few a sketches to a local seamtress that I work with and have her make a few of the clothing that I would pay for and then try to market and sell the items and if it goes well then try to mass produce?
