One site you can check is homestead.com. We used them to host a website for a boy scout troop. At the time, the cost was about $100/year to host a site with their name in the URL (bronze level service), or about $200 without it (silver level of service). There were some other features as well, of course, and there was a gold level that we didn't use. The URL for the bronze level would be something like DavidThePainter.homestead.com, for example, and for the silver level would be DavidThePainter.com. Any and all levels came with a decent editor that let you create a website without knowing any HTML. You could add pictures, text, sounds, etc, and lay out the page any way you wanted it. For a basic website that doesn't need to do a lot, I thought it was pretty decent, at a fair price.
