How can I make my customers follow a "houserule" courteously?

Business : Internet Shop (PC Rental for Internet surfing and On-line gaming) Customers: High school students who are in school uniform. Law : High school students and below who are in school uniform are not allowed to play on-line games inside an internet shop. Cause > Everytime we call (cheerfully, nicely, etc.) our customers (high school students) attention to remove/take-off their school uniform they follow courteously. Effect > But after several weeks and months I think they are kind of pissed everytime we call their attention to remove their school uniforms. They already know this rule for so long and we have explained clearly that it is a government policy which we cannot control. I can see that they are now annoyed and pissed-off when called. How can I make them follow this "rule" courteously again? Thank you to those who will contribute a very useful tip.

i know this might be a dumb answer; but have you tried posting signs around ( near the entrance or near computers) that state that is against the law & can cause them to be kicked out?

Separate machines that can be used for gaming from those for other activities. Maybe some sort of site blocking system or password. Make signs which are plainly visible and ask anyone in school uniform not to use a gaming machine until they change out of uniform. It's seems a stupid sort of government that could create a rule like this, as it does not restrict online gaming by students. What's the point of making the uniform the criterion? Do you have nearby competitors? If so, how do they handle this problem? If not, then make the little buggers toe the line, otherwise they don't get access to gaming sites.

Post the law on a sign, put up the head of governments picture next to it, and just point at it everytime it comes up. That way it's not about you. Or else just ask them how old they are? How long does it take them to learn something simple? If they don't like the law, point at the picture. Quit trying to make them happy, just make them mad at someone else. Or have an award for people that you never have to nag, like a free half hour awarded once a week. But to get your name in the drawing, you have to be nag-free.

it seems you could just not permit these teens from entering/siging in while in uniform. if this is a law, not just store rules, then there is no discussion w/ these kids, either abide by the rules or get out.
