What is the best Dial-Up internet service provider in the northern minnesota?

I would like to know if our Terms and Service Agreement provider is soliciting business using our internet.?

  • I'm a hotel manager and my problem might be with our HSIA provider. Basically the one that sets up the Term of Service and Agreement page when our guests logs into the hotel network for the first time to use the internet. Before they provided their service to us, i was receiving about 2-4Mbps internet speed. Now, after the service was installed, I went from room to room and all i can get is 1Mbps internet speed. We have both wired and wireless internet. The bandwidth that is suppose to be entering our building is 30Mbps from Charter Cable. Then let say we have 60 hotel rooms where the bandwidth is distributed. Of Course, not ALL 60 rooms will be using the internet at any certain time. When the HSIA service agreement page comes up, the normal "enter your room number", "check the box", "I agree" button and box shows up. What made me very suspicious of the HSIA provider, is that there is an area there where our guests can click on and send payment of $3.00 to the HSIA provider is our guests wants to receive a faster connection of 2 - 3 Mbps. We are paying the HSIA provider monthly for their service and it seems like they are limiting our internet speed for their advantage. The payment which our guests make for a higher internet speed doesn't go to us nor it's controlled by us, it goes to the HSIA provider. My question now is...How would they be able to raise a particular guest's bandwidth? Will they be sending our guest a signal from their office to raise our guest's bandwidth? Is 1 Mbps second is the maximum internet speed available for each user? Is it right what they are doing?(It's not in the contract, at least i don't think so, that we are allowing them to solicit from our guests and using our the hotel resource.) It is required by our corporate for us to have the HSIA terms and service agreement to be included in our internet service for our guests. We cannot remove it, BUT we can replace the HSIA company if necessary. I just need to know if I should worry about what the HSIA provider is doing or not. I do apologize for the long question, but I do hope you guys understands what I am trying to ask. Thank you in advance to those who tries to answer my question.
