Is it normal to have little dots under your eyes?

How do i get rid of bags under my eyes also little white dots ?? PLEASE HELP ?

    for the bags, try soaking a napkin with milk and place it on your bags for 15 to 20 minutes..works for me...how long will it take? who knows it took four days and my sister a week but it works..

Oddly enough preparation h tightens the skin under your eyes and helps with the bags. As for the dots, I don't know. Try concealer. Hope that helps
