Why can't I answer any Yahoo questions?

My brother lost his yahoo password, and now he cant answer his recovery questions need help!?

  • My brother lost the password to his yahoo account and he is trying to recover the account so he can make a new one. He gets to the page where it tells him to put in an alternate e-mail address or use the secret questions. He doesn't have an alt e-mail and when he selects "use secret questions", it says that that option is locked. Why is it locked? and why is it telling him to return tomorrow?
