Can I charge my BlackBerry Curve while it's on?

MY BLACKBERRY CURVE 9300 WILL NOT CHARGE!?!?

• I have had my blackberry since September 2011 and it has always had a problem but i have fixed those. Now my blackberry will not charge, it stopped charging from the original charger about a few months ago, so i used a different charger. But this week it seems to not be charging right so i changed the battery and it sort of helped but now it has got worse, these are the things that it does/doesn't do: 1. It doesn't charge from any blackberry charger. 2. It doesn't charge when you plug it into the car. 3. It used to have to be in a certain position to charge but that doesn't work any more 4. When i leave it on and charge it, it only charges to a certain amount and then it stops and says that its fully charged but when you look in the options it had only charged half way. 5.When i put the original battery in, when i left it charging for a few hours it charges to 20 percent and then it says its full and stops charging so when i come back to it i have less charge than when i started charging it. 6. When i use the new battery and plug it in and leave it, it charges to 65 percent and then it says its full and stops charging so when i come back to it i have less charge than when i started charging it. 7. It ran out of battery today so i plugged it in and the red light came on but it doesn't charge because i left it for an hour and it still doesn't turn on please help me, i dont know whats wrong with my phone plus i dont know what to do!
