Answer:
Like any free capitalist world the gap between the rich and the poor is always large, Hong Kong no exception but compared to most places in Asia ie the Philippines and China, it is not that large. Disposal income in HK is quite average, close to 3 millions people living in government subsidized housing that only cost under $2000 a month in rent. The other 3 millions living in private housing which easily worth tens of millions in HK, so the gap comes as a result whether one owns a flat or not.

It is ashamed that the gap between the rich and the poor in Hong Kong is the largest in Asia. A few months ago when I watched the Bloomberg News, an American financial expert indicated that the gap between the rich and the poor in Hong Kong is much larger than in China. It is because, corruptions and bribery have been prevalent in the government departments for over a100 of years and have never been improved. particularly among the high ranking officials who are the policy makers and can make the policy in favor of the rich in exchange of the bribe money. Hong Kong is going to have a new Chief Executive to correct this shameful situation. Hopefully, he can make Hong Kong a better place for everyone, not just for the wealthy tycoons.

It is because of their government policy. Their government favors business elites and professionals. These people are given extra influence within government. Almost everything they have done is to let their rich to get richer and keep the poor to be poor. Importing labor, no capital gain tax, and most of all, their government monopolizes land sale, are making many poor people staying poor.
