I have a college/ university question? c:?

I'm currently a high school student, but I've already been accepted into 2 Cal States (CSU). However, neither were my 1st choice, and I can't afford to go to either because of the huge distance gap; I didn't choose dorm rooming for either and the distance is an hour and a half by car. I can't change my housing choice anymore, I've called admissions office and all, and I plan on majoring in psychology and maybe a minors in anthropology if the choice is given later on. So, it's been recommended by many people I know, that for a career in psychology, I have to go to a UC--and I've asked an EAOP representative if this was true, and she said yes because of the difference in application and theory. SO HERE'S MY PROBLEM, GUYS!! I'm not going to either of the Cal States that accepted me because of the difficulties I've already said, so I plan on going to a OCC, but when I check on the Transfer Requirements for UCs, this shows up: "Highest priority for admission is given to California resident junior-level applicants from California community colleges. Preference also will be given to community college students who have participated in academically selective honors courses or programs." What does that exactly mean? What are resident junior-level applicants, and what's the difference between them and regular community college student who've participated in academically selective courses? Is Orange Coast College any different from where junior-level applicants come from? I'm sorry if I seem uniformed, but I really don't know the difference, I never thought I'd go to a community college beforehand so I never chose to research them, sorry!! Please help c:

Junior level applicants are people who have 60 college credit, or people who have their associates degree. A resident is a person that lives, pay taxes, has a job (etc.) within the state of the university/college. Junior level applicants comes from anywhere. They can come from any university (with 60 credits), or anyone from community college with their associates degree (which you would need 60 credit).
