the best way is to practice with native speakers
Choose an author who has written many books and whom you like. Read nothing but his works (or hers), always guessing at the meaning of new words and only looking them up in the dictionary when they are really bugging you (that way you will remember them). Once you have mastered their style and vocabulary and are reading fluently, change over to another, preferably "harder" author. You might begin with Agatha Christie or P. G. Wodehouse and gradually move on up to say Jane Austen or Charles Dickens. Then, with a mastery of written English you can tackle the spoken language, beginning with English-language films (preferably without subtitles), and going on to radio broadcasts. Associating with English speakers should be put off till you know something about formal, informal and totally slangy English and about national and other regional varieties. This is how I as a native English speaker learned French (plus taking conversation lessons on the cheap from a retired teacher in great need of boosting her inadequate pension).
