Can I change the setting so the Internet does not time out?

(QUESTION FOR APPLE)Why do you need to connect internet with your time capsule for its setting up?

I bought a time capsule recently. After reading the instructions, I found instructions tell me to connect my time capsule with cable modem connected with internet. COULD ANY ONE TELL ME WHY I SHOULD CONNECT MY TIME CAPSULE WITH CABLE MODEM CONNECTED WITH INTERNET? And will it be safe if I connect my time capsule with cable modem connected with internet?
