How to make a political cartoon on the computer?

For language arts class i have a project to do and, i have to make a political cartoon on the person i was assigned. My choices are either, to draw one by hand or to make one on the computer. Now let me just say, i am NOT the best at drawing ( seriously, like stick figures are my limit here) so my question is, does anyone know how to make a cartoon like on the computer. I have an asus laptop. PLEASE help. Due April, 9th

Make one via scanning the sketch of the cartoon and implementing 'em with better colors, contrast, etc. with Photoshop.... Good luck!
