It depends on the airline(s) you fly with, the boarding pass(es) you hold, and whether or not you can have your baggage checked through to the United States. If you fly on Royal Jordanian you can just use "connecting flights" to pass on at the Queen Alia International Airport. http://www.timaticweb.com/cgi-bin/tim_website_client.cgi?SpecData=1&VISA=&HEALTH=&page=both&DE=US&NA=EG&AR=00&TR=JO&VT=EG&EM=EG&PASSTYPES=PASS&user=SKYWEB&subuser=SKYWEB1 .. You will have to pass U.S. immigration and and clear customs at the first U.S. airport you arrive at (Chicago O'Hare, New York JFK) before you can get on your connecting flight to Miami. However you do not need to check-in your baggage again but can submit it at a counter just after you have passed customs for further checked processing. http://www.iatatravelcentre.com/US-UnitedStates-customs-currency-airport-tax-regulations-details.htm ..

There is no pre-clearance in Jordan. You will go through Immigration and then Customs in Miami. You will be "in-transit" through Jordan.
