What was the Stamp Act in the government's point of view?

• I know the Stamp Act in the Loyalists point of view but I need it in the governments point of view. What i mean by point of view is why they made that tax. i have to figure out if its the same as the loyalists point of view which is: The Loyalists viewed it as another tax to be paid in exchange for the protection of the British Crown and Parliment (Government).

I do not understand your distinction between Loyalists and (British) government. They were called Loyalists because they were loyal to the British government.
