How do you fix internet explorer?

Right now I have to use Mozilla Firefox because internet explorer won't work. Every time I try to go on it says "Internet Explorer cannot display the webpage" and then it says I can try to "diagnose connection problems". I clicked on the button but I am still confused on how to fix it, can somebody give me step-by-step on how to fix internet explorer?

Look under Internet Options/Connection/LAN and see if "Use a proxy server" is checked. In truth, it's the worst browser and FF/Chrome are a better choice.
