If it's like a flash animtion, you probably volunteer for voice rolls by contributing a good sample of your acting to the for starters (showing it over the web would be recommended which I would prefer to do on my first try for flash animations then work my way up in the process to get it out there (need recording and sound equipment though)), and (only if your good enough) they probably give you a spot depending on what character fits your voice quality, same thing with the companies that provide that kind of service, you just have to go there and show them what your capable of, but if you wish to get into that kind of spotlight as other acters/and or actresses, you need to do more rolls than that if your insisting on becoming, in your case, I think you'd have to get your parents to help you manage. Hope that helps...I guess :P

Most voice-overs, etc, are done by normal actors in between physical acting jobs. They've trained for years and have masses of experience.
