If REAL quality is an issue, please go for REPUTABLE brands only such as B&W, Sennheiser (most affordable), Shure, Grado, Denon, AKG, Audio-Technica, Etymotic or Beyerdynamic. Things like Klipsch, Sony, Panasonic, JVC and Philips are ONLY "okay-ish".

The best noise cancelling headphones you can get are bose, but not for that budget. the most affordable bose noise cancelling headphones are the quietcomfort 2, but even those are atleast 150. You could also try sennheiser, they also make great quality, but once again not for less than 100. If you want good headphones that will last you a long time, I suggest upping your budget to at least 200,

Your best bet on this budget are probably something like the Philips SHN550, Panasonic RP-HC150 or Sony MDRNC7 headphones. Unfortunately you're quite restricted if you can't go above $100, although you'll still get something fairly decent. If you could stretch your budget a bit further, I'd recommend the Sony MDR-NC50 or Audio-Technica AthanC7 headphones, which would set you back around $150.
