How to fix glitchy white lines on my led tv?

It Started with A Power outage, Philips sent it to a repairsman and i Got it back with smudges so i cleaned it lightly with ......Water.... and cloth it then glitchy big white lines appeared when i turned it back on. I just want to know if its fixable & whats the cost? (Note) It Still turns, Is it Water Damaged?? Plzz Help
