Could you help to remember a movie with the musical phrase "Lady Luck finally learnt to bake?

Can someone help me remember this movie title?

• okay so all i can remember about this movie is this girl is on her bike going down a street at night, and she is lost. she stumbles upon a little shop. im pretty sure it was a magic shop. and in that shop was a little lady. she could'nt be but more than 4 ft tall. and that little lady had the cutest little kids voice ever, even though she looked in about her late 30's. anyways the girl that found the magic shop on the side of the street starts talking to the little lady about her life, and then the little lady gives her something to make her prettier. and another day the lady gives her something to make everyone like her. especially this one guy she really likes. when he starts to fall in love with her, she gets worried that he only likes her cause of what the little lady gave to her. then one day she goes back to the magic shop and asks the little lad to make it all go away. she wants her old life back. she wishes that this had never happened.... there was also this part where the girl was talking to her drama teacher (i'm pretty sure it was the drama teacher) as she is leaving. and the teacher is leaving in a green convertible with some guy that she was madly inlove with. i know i used to watch this as a kid. im 18 now. but im pretty sure it was the later side of the 90's when i saw it. like 95-98. but i cannot think for the life of me what the title is. i really would love to watch it again. if someone could help me figure out what it was called so that i can watch it, i would greatly appreciate it. :)
