Why people says GTA SA is better than GTA 4?

I need to know why people says GTA SA is better than GTA 4. Is GTA SA is better beacuse of multiplayer and Grove Street or making muscles and discover myths and gameplay? The only thing they say is good about GTA 4 is Graphics. No, GTA 4 is good at all things GTA SA is good but it sucks. But there is alot of pepole love GTA 4, but GTA SA people like it more and i dont know why. I think there PC is sh** and cant download GTA 4.
