How do you make a proxy site?

Need Proxy Please!!!!!!!!!!!!!!!!!?

• The board of education has blocks on any website that has the smallest bit of uneducational content. Everytime I try to visit a site that is not informational, it's most likely blocked. The most common reasults for why the site is blocked is content of (games, entertainment, adult, anonymizer-term used for proxy sites, blogging, downloads/shareware, and more). I can't even click on a proxy site. This St. Bernard Security thing is really annoying! Does anyone know of a site(s) that may work? Remember these can't be popular proxies, the school board blocks anything that's been used and slips through the cracks by mistake, so make sure it's not main-stream or used often.
