Which country is better for study?

I am from a developing country and decided to continue my study in an European country.I have BA in graphic design . Honestly i do not have enough money for my purpose, so I decided to study in Italy or Germany because of the low rates of tuition fee and cost of living but I have no idea about those countries. I have Ielts band 6 right now but if I`ll go to another country I have to learn their language too. Do you think that which country is better for me? Is it worth to learn another language like German or Italian in order to study free in one of them? Do you know any free university which is in English in my field?Do you know how can i receive scholarships for students of developing countries?

Italy has good university. For design I suggest you the University POLITECNICO in Milan. Low taxes and great teachers, and it has a very good organization for foreign students. In Italy it's the best university for studying engineering, architecture and design .Here the university link http://www.english.polimi.it/university/ In my opinion btw there are better University in Berlin, Germany but there I can't help you

If you think money is an issue and you want to study an international course, then why dont you enroll for a distance learning international qualification. You can learn a UK or US qualification from the comfort of your home. Best part is you can get a dedicated online tutor and participate in online classrooms. If you are hell-bent on studying abroad , then I guess you will have to visit the respective countrie's council websites to check the elibility criteria.
