Why is my laptop not turning?

*PLEASE HELP! IMPORTANT!* Why does my laptop background keep turning white?

• Well my laptop has been having some of those restore active desktop problems. i keep fixing it. but afterwards my background is like 3/4 white and 1/4 of my actual desktop background. it didnt start doing tghis until the 4th time i fixed it. does anybody know why this is happening and it is. I have a DELL latitude D610. Please i need help. I need my laptop for my school work and i have no clue whats happening with my computer.

  First of all, connect your laptop VGA port to an external LCD monitor screen to see if your Dell Latitude D610 laptop backlight is defective. Boot in "safe mode". As it starts up keep tapping F8. Highlight "safe mode" and press enter. See if your Dell Latitude D610 laptop works normal.
