Windows internet explorer cannot display the webpage?

i have got a second hand computer and everything has been set as default it is on a windows vista program and the internet explorer won't open a web page and just says "internet explorer cannot display the webpage" and asks me to diagnose connection problems, iv done and tried what I can and i think internet explorer needs to be installed again. If anyone can help, I would be much appreciated
