The best simple video editor that I have used, is Windows Movie Maker(on windows 7 I think it's Windows *live* Movie Maker). To check if you have it, go to Start, and then All Programs, and search through the list. If Windows Movie Maker does not work, then try for http://www.avid.com/us/resources/freedv I have never used it but some of my friends use it and they swear by it.

I prefer VideoPad to WMM or AVS and any other programs are going to get expensive. VideoPad is a lot easier to use than either one of them and offers a lot more features.
