The missile silos are hardened. That is to say, they are difficult to destroy with a bomb. The bomb would have to arrive between the time that the doors open and the missile launches. Very difficult.

no he can not, that would require the president to make a decision and that is something he does not do fast enough. it also requires the counter strike to be ready 24/7 and that is not something easily done.
