Unfortunately it is not. Once you have committed to a history cache delete the files are removed from the computers hard drive.

If they have Wifi yeah, but it would be really really hard if you deleted the history do my guess is they can't and won't. If it deleted they can call their Internet provider and find a way. But you know what a headache that would be? Schools wouldn't waste time on that so my guess is no.
