Can you make a cell phone game without a phone service contract?

• Can you program and test a cell phone game, such as for an iPhone or Android phone, without having service on the phone? Do you have to have the phone service on the phone turned on? I am wanting to try my hand at making games on a phone, but have no interest in owning a 'smart' phone at all, except to test the games. So I am wondering if you can just buy an iPhone, iPad, Android tablet, Android phone, Windows phone, etc., not get a service contract, and use it to test games?

  You don't have to get a service contract at all. It usually costs more to obtain a phone that doesn't have a contract connected to it, but a contract is definitely not required for you to test a game.
