Discount stores in Portland Oregon?

• I am wondering if any of you know of good alternatives for shopping in Portland, Oregon. I really like ULTA and Bare Escentuals but they get pricey! Do any of you have a list of stores I could check out when I'm in town that have products similar to or the exact same as these stores at a high discount price? For example, I really want to find some name brand sunless tanner from Bare Escentuals called Faux Tan but I want to find it discounted as much as possible because its around $25+. My sister and I are going shopping when I get there and we're on a budget. So discount/"consignment" cosmetic or bath/body (like Lush) shops would be great to know about. I know some stores get name brand products sent to them because people found a minor defect or whatever with a product. So any of you discount shopper gurus out there, let me know!! Give me some good details you will get the points!
