What's with youtube restricting videos lately?

Whats up with Youtube lately?

Youtube has been fine for me normally but just this past week or so its been such a pain. all it does is play like 3 seconds then buffers and its really annoying. This is happening all through my house too home pc, laptop, phone, ipod, EVERYTHING!!! everything else loads just fine its just youtube videos that are having a problem....anyone know whats up?
