Why are my goldfish acting strange?

Please answer ! Why is my black moor goldfish acting like this?

I have one baby black moor that's about half an inch long . I have another that's about two inches long. The biggest one swims crazily every once in awhile. I don't know how to describe it . It just goes berserk ! when it's not swimming around the tank like it lost it's mind it just sits in one area and moves slowly . The baby stays hidden most of the time and isn't very hyperactive. Why would the biggest one swim crazily ? Is it because the fake plants have hurt its eyes , it's starving (I only feed them about every other day) , or it's ill ?
