I do not know a site, however I do know that Adobe Illustrator can help you. OK so you want to draw clothes. Find photos of clothes you love and then open that picture of the clothing in Adobe Photoshop, my best advice would be to use the pen tool, or simple shape tool (it's in the tutorial). It takes time to learn but you will be amazed at what you can do.
